Transnational Times Sacco Ltd
Invitation to Tender for Consultancy Services to Review and Develop Policies 

Transnational Times Sacco Ltd invites sealed bids from qualified and experienced consultants to provide professional services for the review, update, and development of key policies within the organization. The policies to be reviewed and developed are as follows:

1. Review and Update the Existing Policies:
   • Credit Policy
   • Human Resource (HR) Policy
2. Development of Missing Policies:
   • Onboarding Induction Program/Plan for both new and existing Board members and staff.
   • Savings Mobilization policy

Scope of Work: The successful consultant will be expected to undertake the following tasks:

• Review of the Existing Credit Policy to ensure it is aligned with industry best practices, regulatory requirements, and the current operational needs of the Sacco.
• Review of the Existing HR Policy to ensure compliance with Labor laws and to enhance its relevance and effectiveness in managing staff.
• Development of a comprehensive Onboarding Induction Program/Plan for new and existing Board members and staff, aimed at ensuring a smooth integration into the organization, with an emphasis on organizational culture, policies, and procedures.

Eligibility Criteria:

• Proven track record and experience in policy review and development, especially in the financial services or cooperative sector.
• Demonstrated expertise in human resource management and credit management policies.
• Ability to engage with the Sacco’s Board and staff, conduct necessary consultations, and incorporate feedback into the final policies and plans.
• A relevant academic background and professional certifications in HR, Business Management, or related fields.

Tender Submission Requirements:

• A cover letter expressing interest in the tender.
• A detailed proposal outlining the consultant’s approach, methodology, and timeline for completing the assignment.
• Curriculum Vitae (CV) of the consultant(s) or consulting firm with references of previous similar assignments.
• A breakdown of the financial proposal including all associated costs.
• Proof of registration/incorporation of the consulting firm, if applicable.

Tender Submission Deadline:
All bids must be received no later than 21st Dec 2024 at 5 pm.

• A pre-tender meeting will be held on 30^th December at 11:00am in the Society’s Board room. Interested consultants are encouraged to attend.
• The Sacco reserves the right to accept or reject any tender in part or whole without giving reasons.
